The first thing to do is always contact your ISP (Internet Service Provider) to run a series of tests specific to their service. This will establish whether it is YOUR Internet Service that is causing the problem, or the PC itself.

Once this has been established; as an engineer working on-site, hardware such as filters, modem routers, cables etc, can be physically tested along with the PC. It often doesn't take too long to establish what the problem is for this kind of job, once the ISP has exhausted all their options. Making this generally, an inexpensive job, unless it is the PC that needs some major attention.

Sometimes this kind of problem can be overcome also by reinstalling the ISPs software, as a precursor to an engineer turning up. You could also try other hardware swaps, like installing a new, different type of modem router, for example.
